About this opportunity

The National Institute of Standards and Technology (NIST) is conducting market research to identify potential vendors capable of providing a Fast Fourier Transform (FFT) dynamic signal analyzer for laboratory measurements, including analysis of opto-electronic signals such as laser frequency and amplitude stabilization. The procurement seeks one unit with specific technical capabilities including measurement range from DC to 100 kHz, selectable FFT span from 200 mHz to 100 kHz, up to 800 lines of FFT resolution, 80 dB dynamic range, dual input channels, and various interface requirements including USB data storage and GPIB remote control. This sources sought notice is a market research tool to determine acquisition methods and is not a formal request for proposals or quotes, with responses required to include capability statements, product specifications, manufacturing details, and country of origin information. Interested vendors must submit electronic capability statements limited to four pages to Contract Specialist de Ionne Jones at deionne.jones@nist.gov by July 25, 2025. The procurement falls under NAICS code 334515 (Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals) with a small business size standard of 750 employees.

Currently, no set-aside designation has been determined, though NIST will consider all small business set-aside categories and plans to establish a small business set-aside if at least two qualified small businesses are identified during the market research phase. The agency is seeking responses from all responsible sources regardless of size, including both large and small businesses, with particular attention to identifying firms that manufacture the spectrometer in the United States. The procurement requires delivery within 10 weeks after receipt of order, with government acceptance testing planned for 7 business days following delivery. The specification calls for one unit of the FFT dynamic signal analyzer, which must meet stringent technical requirements for frequency noise assessment on voltage signals. A base manufacturer warranty is acceptable, with a specific warranty requirement of 1 year or 3000 hours of operation for any laser diode components.
