About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 5 vaneaxial fans (NSN 7R-4140-014725743-KB) through a pre-solicitation notice. This highly specialized procurement involves a technical item that is flight-critical and requires specific government source approval before contract award. Potential contractors must submit detailed technical data and documentation based on their production experience with similar items, following the NAVSUP Weapon Systems Support (NAVSUP WSS) Source Approval Information Brochures. The government intends to negotiate with a limited number of sources under FAR 6.302-1, which allows for non-competitive procurement under specific circumstances. All interested parties have 45 days from the publication date (until May 6, 2025) to submit proposals, capability statements, or express interest in the contract opportunity.
The pre-solicitation notice indicates a partial small business set-aside, with potential qualification under specific small business categories such as HUBZone, Service-Disabled Veteran-Owned, Economically Disadvantaged Women-Owned, or Women-Owned Small Business programs. Technical data rights for the part are not owned by the government, and reverse engineering is deemed uneconomical. The solicitation emphasizes that offers without complete source approval documentation will not be considered. Contractors must demonstrate their capability to produce the specific fan type and may need to submit additional technical information based on their manufacturing experience. The procurement is focused on ensuring reliable supply of a critical component, with the government reserving the right to award the contract based on fleet support needs, even if source approval processes are not fully completed.
