About this opportunity
The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground is issuing a Request for Information (RFI) for a Family of Basebands (FoB) project supporting Next Generation Command and Control (NGC2). The procurement seeks small form factor, modular, and scalable computing and transport cloud applications with low latency, high throughput links for On-the-Move (OTM) and At-the-Quick-Halt operations. Key requirements include systems compatible with Standardized A-Kit/Vehicle Envelope (SAVE) chassis, a universal baseband platform, and Modular Open Systems Architecture (MOSA). The government is specifically looking for an integrator who can assist with tailoring configurations, supporting large-scale testing and deployment, and iteratively refining designs. Important dates include a deadline for questions by May 7, 2025, and a response submission deadline of May 21, 2025, at 5 pm, with all communications to be sent to Contracting Officer Tiffany Conway and Contract Specialist Jolene Sloley.
This RFI does not represent a set-aside contract and is purely an information-gathering exercise without a guaranteed procurement commitment. No specific award value or budget range is currently disclosed, and the solicitation explicitly states that it does not constitute a promise to issue a future Request for Proposal (RFP). The opportunity is categorized under NAICS code 517810 for All Other Telecommunications and is seeking mountable SATCOM solutions for both PLEO and GEO transport options. Interested parties are advised that all costs associated with responding to the RFI will be at the respondents' expense, and not responding does not preclude potential participation in future solicitations. The government emphasizes that responses should be comprehensive yet concise, with a recommended limit of 25 pages, and welcomes supplemental materials like product brochures that will not count against the page limit.

DESCRIPTION. The Project Manager for Tactical Network (PM TN) in support of Next Generation Command and Control (NGC2) seeks to identify small form factor, modular and scalable at the edge computing and transport cloud applications using low latency high throughput links that meet NGC2 Transport, Infrastructure, and Architecture requirements for On-the-Move (OTM) and At-the-Quick-Halt operations. Systems will support module style plug and play with Standardized A-Kit/Vehicle Envelope (SAVE) chassis and leverage a universal baseband platform that is M55181/2-01 and M55181/4-01 power connection compatible for the OTM and quick dismountable kit. Solutions will be able to support Modular Open Systems Architecture (MOSA). PM TN also seeks mountable and transport capable SATCOM solutions to meet both PLEO and GEO options for transport. These will be both platform and dismounted solutions to enable warfighters across the formations.
The key need is an integrator who can assist with:
- Tailoring configurations to Government chosen technologies.
- Supporting large-scale testing and deployment of selected technologies.
- Analyzing results and iteratively refining the design, incorporating new configurations or Government selected technologies, in collaboration with PDSS.
Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer Tiffany Conway at Tiffany.L.Conway2.civ@army.mil and the Contract Specialist, Jolene Sloley at Jolene.m.sloley.civ@army.mil no later than 07 May 2025.
