About this opportunity

The Defense Logistics Agency Aviation is seeking to procure 49 fairings for F-108 engines, with a minimum of 12 and a maximum of 74 units. These fairings, specifically designated with NSN 2840-01-183-1903PN and part number 301-301-706-0, are critical components that direct fan inlet airflow and are made of 6061 AGSU material. The solicitation (RFP SPRTA1-25-R-0156) requires electronic submission through SAM.gov, with proposals accepted until March 29, 2025. Evaluation will consider both price and past performance factors, with price being a significant consideration. Qualification requirements exist for this procurement, and the opportunity involves technology with military or space applications. Interested parties can contact the buyer, James Headington, with questions, and an Ombudsman is available at (405) 855-3556 to address contractor concerns during the proposal development phase.

The pre-solicitation notice indicates no specific small business set-aside, and the current qualified source is CFM International Inc. (CAGE code 58828), who previously was awarded a contract for 25 units on September 4, 2024. The delivery requirements specify 5 units to be delivered starting on or before July 22, 2026, with the destination being SW3211 at Tinker AFB, Oklahoma. The procurement is being conducted under 10 U.S.C. 2304(c)(1), which allows for solicitation from a limited number of sources when supplies are available from only one or a few responsible vendors. Export control requirements are in effect, and unit identification (UID) requirements apply for items exceeding $5,000 in value. The anticipated contract award is expected within 60 days of the notice, with the government reserving full discretion in determining whether to compete the proposed contract based on responses received.

Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.

Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made.  No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer

Electronic procedures will be used for this solicitation. Hardcopies of the solicitation will not be sent from this office. The solicitation will be available for download only at www.SAM.gov.

It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contract with the firms(s) listed.
