About this opportunity

The Naval Air Systems Command (NAVAIR) at NAS Patuxent River, Maryland, intends to award a sole-source order under Basic Ordering Agreement N00019-25-G-0004 to General Electric Aerospace in Lynn, Massachusetts, for the development and modification of T408 engine Full Authority Digital Engine Control (FADEC) models. These FADEC models will be incorporated into a software library as part of the FADEC Black Box Phase II project. The procurement is being conducted under the authority of 10 U.S.C.3204(a)(1) and FAR 6.302-1, which allows for sole-source contracting when only one responsible source can satisfy the agency's requirements. The contract falls under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing and PSC code 2840 for Gas Turbines and Jet Engines. The pre-solicitation notice was posted on July 18, 2025, with a due date of August 4, 2025.

This procurement does not utilize any set-aside designations and is structured as a sole-source award to General Electric Aerospace, which appears to be the incumbent contractor given the existing Basic Ordering Agreement framework. Companies interested in subcontracting opportunities are directed to contact Jessica Jefferson, GE Senior Contracts Manager, at 938-902-1997. The notice does not specify award values, budget ranges, or detailed quantities for the FADEC models to be developed. The timeline indicates approximately 17 days between the posting date and the due date for this Phase II development effort. The procurement focuses specifically on software library development for the T408 engine's digital engine control systems, representing a continuation of previous FADEC development work.
