The Bureau of Overseas Buildings Operations, Office of Facility Management (OBO/CFSM/FAC) intended to achieve the following objectives:


• Establish a new multiple-award, Indefinite-Delivery; Indefinite-Quantity (IDIQ) contracts for facility management support services that can support the identified Posts and other DoS facilities worldwide.


• Awarding to multiple HUBZone businesses under this NAICS code will ensure a list of contractors are familiar with DoS operations and programs, while supporting small business goals. This will limit competition to U.S. offerors.


In order to be considered for award of this contract, interested offerors, including all entities which comprise a joint venture, and the joint venture itself, must possess a Defense Security Service (DSS) Final Secret, Interim Top Secret, or Final Top Secret facility security clearance (FCL), issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DoD 5220.22-M. To successfully perform under this contract, the Contractor is required to hold a Final Top Secret FCL. If a successful offeror with a current Final Secret FCL is selected for this effort, the Department is willing to sponsor the firm for an upgrade of the FCL from Secret to Top Secret. However, contract award will not be made until the firm has been issued at least an Interim Top Secret FCL. See Section 10.7.1.1 of "19AQMM18R0336 Sections 1-11" for additional detail.


• Contract types (cost-reimbursement, labor-hour, and time-and-materials) for individual task orders and specific requirements will fall under one or more of the following, depending on size and complexity of the facilities, (i.e. NEC, SED, legacy, etc.).


• In order to maximize performance, innovation and competition, task orders will utilize the Performance-Based Services Acquisition (PBSA) strategy. The goal of which is to gain greater access to technological innovations and obtain the best technical solution while achieving savings and efficiencies.

Personnel performing administrative and management functions relating to this contract must possess Secret clearances, personnel performing at overseas locations must possess Top Secret clearances.
