The procurement covers comprehensive facility maintenance services and requires a Safety and Environmental Compliance Officer (SECO) position to support NOAA facilities located in Woods Hole, Massachusetts; Narragansett, Rhode Island; Milford, Connecticut; and Sandy Hook, New Jersey. A detailed Performance Work Statement will be included in the forthcoming Request for Proposal to outline specific requirements and objectives. The solicitation documents are scheduled to be released on approximately Friday, August 1, 2025, and will be available exclusively through SAM.gov with no paper copies provided. All procurement-related questions must be directed via email to Contract Specialist Novelle Key at novelle.key@noaa.gov, and the proposal submission deadline will be specified within the final solicitation documents.
This procurement opportunity is designated as a 100% small business set-aside under NAICS code 561210 for Facilities Support Services, with a size standard threshold of $47.0 million. Interested small businesses are strongly encouraged to register in the System for Award Management (SAM) using either this NAICS code or an equivalent size standard classification prior to submitting any proposal. All potential offerors must obtain a unique entity identifier (UEI) and complete SAM registration before proposal submission, as registration is mandatory for consideration. The contract will serve multiple NOAA facilities across four northeastern states, indicating a multi-location service requirement. No incumbent contractor information or specific contract value ranges were disclosed in this pre-solicitation notice, though the large size standard suggests this could be a substantial facilities support contract spanning multiple years of service delivery.
