Due to systems issues the generated response date on the ASFI announcement is incorrect. In accordance with W9124J-15-R-0014, Amendment 0001, the response date for this solicitation has been extended to 4 May 2015 at 14:00 CST.

UPDATE 02/25/2015: This update is intended to provide notification that the release of the Facility Assessment Support (FAS) and Related Technical and Program Support solicitation has been delayed. Once a hard solicitation release date has been established, this announcement will be updated. Please continue to monitor this annoucement for future updates.


The Mission and Installation Contracting Command - Fort Sam Houston intends to issue a request for proposal (RFP) to provide Facility Assessment Support (FAS) and Related Technical and Program Support for the Assistant Chief of Staff for Installation Management (ACSIM) located in Washington, D.C. The period of performance is 1 April 2015 through 31 March 2016, with two one -year option periods. ACSIM is responsible for managing the Army's facilities infrastructure and base support planning at the headquarters level. To accomplish this, the staff conducts detailed and prescriptive analyses of base support issues and evaluates future facilities requirements against the available real estate, facilities, and infrastructure. This requirement is for Management and Professional services in the form of Real Property information systems. The contractors shall provide subject matter expertise in updating critical series of data, reports, charts, and graphs that support the continual analysis of facilities requirements, conditions, and costs at Army installations, as well as Army Commands, Direct Reporting Units, and HQDA force structure restationing initiatives. This requirement also includes data mining, data collection, and data analysis through expert-level use of a myriad of Army-specific systems. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide the FAS support.

This solicitation is 100% set-aside for small business. NAICS 541611 (Size Standard: $14M) applies to this procurement. All responsible small business sources may submit a proposal.
