About this opportunity

The Environmental Protection Agency's Cincinnati Procurement Operations Division has issued an amendment to a pre-solicitation notice for facilities support services at the Great Lakes Toxicology and Ecology Division laboratory in Duluth, Minnesota. This Special Notice (Sol. 68HERC25R0133) addresses the requirement for comprehensive operations and maintenance services, as well as janitorial support, for the EPA's research facility. The facility comprises approximately 112,000 square feet across multiple buildings housing 150 employees and complex environmental research equipment. The contractor will be responsible for maintaining laboratory operating conditions to ensure uninterrupted research operations. Services encompass operations and maintenance, grounds maintenance, janitorial services, repair by replacement through task orders, and shipping/receiving/fleet/safety, health, and environmental management support.

The procurement strategy has undergone a significant change from a competitive 8(a) set-aside to a direct award to an 8(a) Alaskan Native Corporation. The government anticipates awarding a single contract utilizing a hybrid approach with both firm fixed price and cost-reimbursement line items over a five-year performance period. A revised draft Performance Work Statement has been prepared to reflect these changes from the previously released solicitation materials. The contract will require an experienced workforce capable of operating and maintaining sophisticated laboratory buildings, equipment, and grounds while supporting the facility's environmental research mission. Contractors must be qualified under the 8(a) program and specifically be Alaskan Native Corporations to be eligible for this direct award opportunity.
