About this opportunity

The Food and Drug Administration seeks fabrication and flow field quantification of transparent micronozzle flow models to support FDA evaluation of blood flow characteristics through medical devices, with proposals due July 31, 2026. This is a 100% small business set-aside under NAICS 541715, with a size standard of 1,000 employees.

Place of performance is Silver Spring, Maryland. The solicitation is issued as a Request for Quotation under FAR Part 12 and Part 13 procedures as a firm-fixed-price commercial item acquisition.

The contractor must fabricate a minimum of three optically transparent flow models (two 22-gauge models at 410 micrometers outlet diameter and one 25-gauge model at 250 micrometers outlet diameter) meeting FDA-specified internal dimensions within 1% tolerance and inner-wall surface roughness of Ra < 0.6 micrometers. The contractor must develop flow systems capable of generating steady and transient flow conditions at rates of 54–220 ml/min under pressures up to 3,300 mmHg, with temperature control and pressure measurement ports. The contractor shall perform 2D and 3D particle velocimetry and pressure measurements on the models under multiple test conditions (five steady flow rates, two to three fluid viscosities, and ten cross-sectional measurement locations), generating velocity, shear stress, recirculation, turbulent intensity, and Reynolds stress data. All deliverables are due August 31, 2027, and must include comprehensive technical reports with methodology, equipment specifications, calibration records, and data in non-proprietary formats stored on an FDA-provided encrypted hard drive.

The contractor must be U.S.-based and demonstrate proven track records in fabricating transparent flow models and performing particle velocimetry on models with dimensions less than 1.6 millimeters. The contractor must maintain two-week communication intervals with FDA and monthly coordination with the Medical Device Innovation Consortium Hemolysis Modeling Working Group. Invoices must be submitted electronically through the Department of Treasury's Invoice Processing Platform.

Notice text

The fabrication of optically transparent flow models and the performance of particle velocimetry and pressure
measurements to characterize fluid dynamics in micronozzle model geometries. The
work will support FDA's evaluation of blood flow characteristics through medical
devices by utilizing surrogate flow models consisting of 22-Gauge and 25-Gauge
micronozzle tips and extensions.
