About this opportunity

The National Aeronautics and Space Administration Shared Services Center (NASA/NSSC) has issued a Special Notice for Fabric Specimen Testing Services related to the Artemis Suit Material (ASM) Project. The notice indicates NASA's intent to award a sole source procurement to Precision Measurements and Instruments Corporation located in Corvallis, Oregon. This procurement falls under FAR 13.106-1(b)(1)(i) and is categorized within the Engineering Services NAICS code 541330. The testing services are specifically designed to support NASA's lunar environmental protection garment development by conducting comprehensive mechanical and thermal testing of fabric specimens. The contract will be managed by NASA/NSSC with performance taking place at NASA Johnson Space Center.

The primary objective of this Special Notice is to solicit potential alternative contractors who might demonstrate capability to perform the required fabric testing services. Interested organizations can submit their capabilities and qualifications in writing to Cara Craft (Cara.s.craft@nasa.gov) by 1 p.m. Central Standard Time on May 9, 2025. NASA will evaluate these submissions to determine whether to proceed with a competitive procurement, with the final decision remaining entirely at the government's discretion. The testing services involve precise fabric specimen analysis at three temperature conditions (ambient, hot, and cryogenic) using standardized ASTM testing methods and specialized equipment like the United Testing System STN-100KN. The period of performance is six months after award, with testing conducted on an "as needed" basis when NASA has specimens ready. Oral communications are not acceptable, and the NASA Clause 1852.215-84 Ombudsman provision applies to this acquisition.
