About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is conducting a no-cost Request for Information (RFI) to assess pricing and availability for integrating the Collins Flight 2 avionics system and NP2000 propeller upgrade for C-130H aircraft. This market research effort targets Lockheed Martin Maintenance Repair Overhaul (MRO) service centers to provide comprehensive technical details and capabilities for modifying 3-6 aircraft. The RFI requires vendors to outline lead times for Group A and Group B modifications, demonstrate procurement and repair capabilities, and confirm OEM engineering support from Collins. Contractors must provide detailed pricing information, technical data changes, drawing packages, and non-recurring engineering requirements for the integration. The response deadline is set for 1700 hours on October 28, 2024, with a full 20-day window for submission following the RFI release.
The pre-solicitation notice indicates no specific set-aside designation for this opportunity, which suggests it is open to all qualified contractors in the Aircraft Manufacturing (NAICS 336411) category. While the exact contract value is not specified, the scope involves potential modifications for a fleet of 3-6 aircraft, implying a significant technical and financial investment. The government emphasizes that this RFI is purely for market research purposes and is not a binding commitment, with no intended impact on contract schedule or pricing. Vendors are explicitly instructed to provide alternative service options if full capabilities cannot be met and to notify the contracting officer of any potential schedule or price impacts. The technical complexity involves 100% integration of advanced avionics systems and propeller upgrades, requiring sophisticated engineering and modification capabilities from potential contractors.
