About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is conducting market research for a C-130 Foreign Military Sales (FMS) Large Aircraft Infrared Counter Measures (LAIRCM) Block 30 Integration Program. The agency seeks a qualified contractor to integrate LAIRCM Block 30 on three Partner Nation C-130H aircraft, with comprehensive services including engineering design, ground and flight testing, certification, documentation, installation, maintenance, delivery, and sustainment. Key contract requirements include developing a Delta Group A Kit compatible with existing LAIRCM Block 10 configuration, conducting a Trial Kit Installation (TKI) to validate design and performance, and creating technical documentation for airworthiness certification. The government will evaluate responses based on technical capabilities, past performance, and ability to meet program requirements. Interested contractors must submit responses by 11:00 PM EST on April 10, 2025, to contracting points of contact Ellen Ward and Stanley Parker via email.
The pre-solicitation notice indicates no specific set-aside designation for this contract opportunity. The estimated Period of Performance is five years, beginning January 1, 2026, with the Partner Nation expecting modified aircraft delivery by approximately 2030. While no specific award value is mentioned, the program involves integrating LAIRCM Block 30 systems on three C-130H aircraft, including a full complement of training and logistical support activities. The government plans to reuse as much non-recurring engineering as possible from the existing C-130H LAIRCM Block 10 configuration to optimize cost-effectiveness. The contractor will be responsible for packaging, storing, and shipping kits, ensuring they meet MIL-STD-2073-1 standards for protection during storage and transportation. The government emphasizes that this sources sought notice is for market research and planning purposes only and does not constitute a formal solicitation or commitment.
