About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center Joint Base San Antonio is seeking alternative software solutions to replace their current Entrust software for secure network environments. The procurement focuses on obtaining SSL/TLS certificate management systems that can provide robust encryption, digital signatures, and secure communications validation for applications and servers. Key contract requirements include maintaining protected network environments, issuing high-assurance certificates that meet DoD PKI standards, supporting multiple server locations, and enabling efficient certificate deployment and management. The agency is requesting detailed information through a Request for Information (RFI) that requires vendors to submit comprehensive responses addressing alternative licensing models, pricing structures, transition costs, and technical capabilities. Responses must be submitted by January 13, 2025, directly to specified Air Force email addresses using the provided RFI template, with vendors expected to demonstrate how their solutions compare to and potentially improve upon the current Entrust system.
This procurement is designated as a Total Small Business set-aside, indicating that only small businesses are eligible to compete for the potential contract. While no specific incumbent is mentioned by name, the current Entrust software serves as the baseline for comparison. The RFI explicitly states that no award will be made through this process, and any subsequent procurement will be executed through an official Request for Quote (RFQ). The potential contract structure is outlined as a base year with up to two additional one-year option periods, suggesting a potential three-year maximum engagement. Vendors are asked to provide detailed pricing information, including monthly, annual, and trial pricing plans, with potential discounts for longer-term or high-volume deployments. The agency is particularly interested in solutions that can offer enterprise, cloud-managed, or open-source licensing options with clear specifications about features, scalability, and support levels.

Current Software: Entrust
Requirement:
The proposed solution must specialize in ensuring secure network environments through robust encryption and digital signatures. It is imperative that the software provide SSL/TLS certificates that safeguard applications and servers from potential threats and ensuring data integrity by:
-
- enabling secure communications
- validating the identities of servers,
- ensuring trust and security in all interactions
Specifically, the software must:
- Maintain a protected and secure network environment.
- Issue certificates to support encrypted communications and validate server identities.
- Ensure the certificates meet high assurance standards and interoperability requirements, such as those outlined by industry and/or governmental standards (e.g., DoD PKI).
- Support multiple locations and servers efficiently, providing the necessary scalability for your operations.
- Facilitate the deployment and management of certificates to ensure continuous and secure access to your systems.
Please provide information on the following topics:
Alternative License Types:
- What licensing models or solutions do you offer?
- Please provide details on available options, such as enterprise, cloud-managed, or open-source/community editions.
- For each licensing option/solution set, please provide how it is similar/different from the listed license.
- Specify any feature restrictions, scalability limitations, or support differences among the licenses (e.g., data retention, search query limits, alerting capabilities, and encryption type).
- For each licensing option/solution set, please provide how it meets the above requirements.
- Identify core features or capabilities that are shared across all options, such as log aggregation, visualization tools, and monitoring capabilities.
- For each licensing option/solution set, clarify how it meets the above requirements for our logging and monitoring needs.
- Please highlight specific ways in which each licensing tier can address our operational, security, and compliance needs, particularly in areas like multi-environment visibility, role-based access control, and support for compliance auditing.
Pricing Information:
- For each license, please provide estimated transition and training costs and schedule for both transitioning to and from your proposed solution.
- Include details on onboarding costs, consulting, or configuration support required for a smooth transition. Specify any training options available, such as workshops, online courses, or documentation resources, and their associated costs.
- For each license, please provide any price plans associated such as monthly, trial, annual.
- Indicate if discounts are offered for longer-term contracts or high-volume deployments. For cloud-managed options, provide cost breakdowns for storage, query processing, and other usage-based charges.
Other Considerations:
- Are there any additional features or benefits associated with the different licenses that we should consider?
- For example, are advanced analytics, machine learning-based anomaly detection, or pre-built integrations with other monitoring tools included at higher licensing tiers?
- Clarify any value-added services, such as dedicated account support, proactive health checks, or best-practice workshops, that come with certain licenses.
- Is your company willing to agree to contracts with a base year and up to two one-year options? If not, how many years is your company willing to agree to?
- For longer-term contracts, specify any guarantees on pricing, renewal terms, or opportunities to adjust the contract scope to accommodate potential changes in our data volume or monitoring requirements.
We are eager to find a solution that will best support our needs and ensure continued productivity.
Please Note: No award will be made under this RFI. Only a warranted Contracting Officer can obligate on behalf of the United States Government and that will be executed through an official request for quote (RFQ). The Government reserves the right to cancel this RFI. In the event the Government cancels this RFI, the Government has no obligation to pursue procurement or to reimburse an Offeror for any costs.
