About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center seeks repair and test, teardown, and evaluation (TT&E) services for fluid electric coolers (NSN 5999-01-064-6612 ZR) used in AN/TPS-75 Radar Transmitter systems, with quotations due June 9, 2026. This procurement is restricted to qualified sources per FAR 52.209-1 and requires an active Conditional or Final CMMC Level 2 Assessment; offerors must submit the CMMC Assessment UID in their proposal.

The requirement is not a small business set-aside and covers four contract line items on a firm fixed-price basis: TT&E of two units (30-day delivery), minor repair of two units (125-day delivery after study completion), major repair of two units (250-day delivery after study completion), and Commercial Asset Visibility Air Force (CAVAF) data delivery. Delivery is to DLA Distribution Barstow or Hill AFB receiving locations, with inspection and acceptance at origin for repair CLINs and at destination for data deliverables. NAICS code is 811210 with a $34.00 size standard.

Contractors must perform visual, mechanical, and electrical testing per Technical Order specifications and identify all components requiring repair or replacement. Minor repair involves external adjustments and rework without total disassembly; major repair includes extensive disassembly and replacement of major subcomponents. All repaired items must meet performance specifications of new items. Contractors must maintain CMMC Level 2 certification or higher for all information systems processing, storing, or transmitting FCI or CUI, implement an Electrostatic Discharge control program per MIL-PRF-87893 and ANSI/ESD S20.20-2021, and comply with all packaging requirements per Special Packaging Instructions and MIL-STD-2073-1. Key deliverables include a Counterfeit Prevention Plan (within 30 days), Test Reports, and Repaired Item Inspection Reports (within seven days of completion).

Award will be made to the lowest-priced, technically qualified offeror. Proposals must be submitted digitally via email to cydnee.simpson@us.af.mil.

FA825026Q0615 - Repair of NSN 5999-01-064-6612

SCOPE OF WORK:  For the end item, the contractor shall furnish all facilities, parts, materials, equipment and services, required to inspect and, if necessary, restore to serviceable condition.  Work consists of one of three efforts:  Test, teardown, and evaluation (TT&E) only, TT&E and Minor Repair, or TT&E and Major Repair.

TEST, TEARDOWN, AND EVALUATION:  (FFP) The contractor shall perform visual, mechanical and electrical testing of the end item, reusable or replacement component parts, and materials according to the schedule in the contract to determine the condition of the end item.  Upon completion of this task, all of the components of the end item requiring repair or replacement will be identified by part number, NSN (if applicable), nomenclature, and location in the assembly.  This information will be reported in writing to the Procurement Contracting Officer (PCO)/ Defense Contract Management Agency (DCMA) Administrative Contracting Officer (ACO) and, if necessary, approval to repair will be negotiated.  If no further repair is required, the asset must be returned in serviceable like new condition.

MINOR REPAIR:  (FFP) Minor repair is a repair that does not require total disassembly of the end item or replacement of major subcomponents.  A minor repair candidate typically requires external adjustments or rework in order to meet all of the electrical specifications in accordance with the Technical Order Test Procedure and mechanical dimensions in accordance with the outline drawing.  It would include repair or replacement of damaged or missing minor external parts as required.  Test each end item IAW the specifications for P/N’s as listed in the contract schedule.  If minor repair is initiated and it is found that, in order to return the end item to serviceable condition that the level of repair must increase to a major repair, the DCMA Government representative (ACO/PCO or QAR) will be notified and give the notice to proceed to the major repair category.

MAJOR REPAIR:  (FFP) Defined as an end item that is beyond the minor repair category to the extent that the end item is to be disassembled or reconstituted. This could be due to extensive mechanical damage, extensive disassembly to access or replace subcomponents and/or replacement of major subcomponents. As with minor repair, the end item will be tested IAW the specifications and Government approved test procedures to verify correct Form, Fit, Function and Interface of the P/N’s listed in the contract schedule.
