This solicitation uses no set-aside designation and is open to qualified contractors on the government's screening list. The requirement covers 23 units of the Amplifier Subassembly across three contract line items, with CLIN 0001 (TT&E) requiring 120-day delivery and CLINs 0002 and 0003 (repair options) requiring 90 and 120-day delivery timelines respectively. Additional contract line items address Commercial Asset Visibility Air Force data, Repairable Item Inspection Reports, Counterfeit Prevention Plans, Engineering Change Proposals, Test Procedures, and Test/Inspection Reports, all not separately priced. Contractors must meet stringent qualification requirements outlined in the Repair Qualification Requirements document, including possession of required repair, inspection, testing, packaging, and storage facilities; a complete technical data package; and submission of a government-approved qualification test plan with estimated qualification costs of $6,000 and 30-day completion timeline. Performance of work shall occur in the United States, with contract administration performed by the Defense Contract Management Agency (DCMA) and quality assurance at origin for repair contract line items and at destination for data deliverables.

FA825026R0269 - Repair of NSN: 5996005721617

SCOPE OF WORK:  For the end item, the contractor shall furnish all facilities, parts, materials, equipment and services, required to inspect and, if necessary, restore to serviceable condition.  Work consists of one of three efforts:  Test, teardown, and evaluation (TT&E) only, TT&E and Minor Repair, or TT&E and Major Repair.

TEST, TEARDOWN, AND EVALUATION: (FFP) The contractor shall perform visual, mechanical and electrical testing of the end item, reusable or replacement component parts, and materials according to the schedule in the contract to determine the condition of the end item.  Upon completion of this task, all of the components of the end item requiring repair or replacement will be identified by part number, NSN (if applicable), nomenclature, and location in the assembly.  This information will be reported in writing to the Procurement Contracting Officer (PCO)/ Defense Contract Management Agency (DCMA) Administrative Contracting Officer (ACO) and, if necessary, a category of repair will be negotiated.  If no further repair is required, the asset must be returned in serviceable like new condition.

MINOR REPAIR: (NTE) Minor repair is a repair that does not require total disassembly of the end item or replacement of major subcomponents.  A minor repair candidate typically requires external adjustments or rework in order to meet all of the electrical specifications in accordance with the Technical Order Test Procedure and mechanical dimensions in accordance with the outline drawing.  It would include repair or replacement of damaged or missing minor external parts as required.  Test each end item IAW the specifications for P/N’s as listed in the contract schedule.  If minor repair is initiated and it is found that, in order to return the end item to serviceable condition that the level of repair must increase to a major repair, the DCMA Government representative (ACO/PCO or QAR) will be notified and give the notice to proceed to the major repair category.

MAJOR REPAIR: (NTE) Defined as an end item that is beyond the minor repair category to the extent that the end item is to be disassembled or reconstituted. This could be due to extensive mechanical damage, extensive disassembly to access or replace subcomponents and/or replacement of major subcomponents. As with minor repair, the end item will be tested IAW the specifications and Government approved test procedures to verify correct Form, Fit, Function and Interface of the P/N’s listed in the contract schedule.
