About this opportunity
The Air Force Life Cycle Management Center, Portfolio Acquisition Executive Command, Control, Communications and Battle Management Program Office (AFLCMC/PAE C3BM) issued Request for Information (RFI) FA821726 on January 30, 2026, to solicit market research information regarding industry capability to develop a Tactical Operations Center Remote Radio (TCRR) system. This is a Special Notice opportunity, not a commitment to procure, and responses are requested for planning and market assessment purposes only. The RFI seeks information on current or future voice and data communications suites within Tactical C2 systems that could support the CRC RRSVS TCRR program. All respondent costs are the responsibility of the company, and non-response does not preclude participation in any future solicitation. Responses must be submitted by March 2, 2026, at noon Mountain Standard Time via email to the government points of contact.
The TCRR system is intended to replicate all radio subsystem capabilities of the existing Tactical Operations Center-Light (TOC-L) Major Release 2 design while providing a remote suite of mission-capable radios that can be controlled via TOC-L interfaces to support secure voice and data communications in forward battle management areas. Respondents must address seven key technical and programmatic areas within a maximum of 10 pages using Times New Roman 12-point font, including technical approach and design reuse, data rights requirements, non-recurring engineering cost estimates, schedule feasibility with operational prototype delivery timelines, integration and sustainment approach, cost efficiency opportunities, and relevant prior experience. Responses classified up to Secret//Collateral are acceptable, and proprietary information must be clearly marked. Access to the complete Statement of Requirements requires submission of a signed DD 2345 to the point of contact, as the requirements document is provided as a controlled attachment. There are no specific eligibility restrictions mentioned, indicating that interested contractors of all sizes and backgrounds may participate in this market research RFI.

Amendment 01: RFI CRC RRSVS TCRR Program - Post Questions and Answers 24 Feb 2026
REQUEST FOR INFORMATION ONLY - For the CRC RRSVS TCRR program See ATTACHMENT for REQUIREMENT Due 2 March 2026
The Air Force Life Cycle Management Center, Portfolio Acquisition Executive Command, Control, Communications and Battle Management Program Office (AFLCMC/PAE C3BM) is conducting this Request for Information (RFI) to solicit information about current or future voice/data communications suite within Tactical C2.
The Government seeks to develop a TCRR system that has all the capabilities of the radio subsystems of TOC-L MR2. The TCRR is expected to provide the TOC-L hardware and integration to the Remote Radio interface. When completed TCRR should provide a remote suite of TOC mission-capable radios to be used via a remote interface with TOC-L MR 2. The TCRR should support mobilizing its equipment to forward battle management areas to support secure voice and data communications during battle management activities when connected to a TOC-L Enabled CRC. The CRC concept of the future involves multiple systems working together to provide battle managers with local and remote Line-of-Sight (LOS) radio secure voice and data capabilities. TOC-L and TCRR are both described in this RFI as the TOC-L interfaces will be used to remotely control the TCRR and both systems are expected to use the same radios, control and switching equipment and communications interfaces.
