About this opportunity

The Department of the Air Force Air Mobility Command seeks two SEEKERe-EDK Explosive Detection Kits or equal products meeting or exceeding the brand name specifications, with proposals due August 10, 2026. This is a total small business set-aside; the underlying justification for other than full and open competition identifies DetectaChem Inc. as the sole manufacturer of the SEEKERe device with proprietary technology, though the solicitation itself is styled as "Brand Name or Equal."

Place of performance is Joint Base Charleston, SC, with delivery required within 30 calendar days from contract award. The contractor must provide labor, materials, and all transportation to and from the site.

The required product is an automated colorimetric handheld explosive trace detector capable of identifying military-grade explosives, homemade explosives, and precursor materials. The detector must deliver unambiguous on-screen results ("Threat" or "No Threat") without manual color-matching, utilize individual disposable proprietary detection cards, include a rechargeable power system with charging cable, and be housed in a ruggedized case suitable for high-tempo operational security environments. A 12-month no-cost product replacement warranty is required; initial purchase includes a starter supply of detection cards.

Award is on a lowest-priced-offer basis. Price must be firm fixed and inclusive of all transportation charges. Pricing arrangements will be evaluated for fair and reasonableness under FAR Subpart 15.4. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing (small business size standard: 1,000 employees). PSC code is 6640, Laboratory Equipment and Supplies. The contracting office is Charleston Air Force Base; SSgt Levi R. Mowrey is the primary contact (843-963-4541; levi.mowrey@us.af.mil).
