About this opportunity
The Naval Air Warfare Center Aircraft Division seeks manufacture and delivery of F/A-18 Load Test Adapters for Blocks I, II & III Slings under a Firm Fixed Price contract, with proposals due August 12, 2026 at 4:00 PM EST following Amendment 001 (Statement of Work revised July 28). This is a 100% Small Business Set-Aside under NAICS 332510, foreclosing competition outside that category.
Place of performance is the contractor's facility, with delivery required to NAVAIR Lakehurst SE Staging Facility at Joint Base McGuire-Dix-Lakehurst, New Jersey within 120 days of contract award. The procurement comprises two CLINs: Block I & II Proofload Test Layout (part number 4424AS0200-1, quantity 1) and Block III Proofload Test Layout (part number 4424AS0200-2, quantity 1). All manufacturing must use government-furnished technical drawings; the final assembly must contain sufficient component parts to assemble either configuration without excess quantities.
Technical qualifications include CMMC Level 2 self-assessment certification (required to access the technical data package), current NIST SP 800-171 assessments maintained in the Supplier Performance Risk System, and possession of a current certified DD Form 2345 (Militarily Critical Technical Data Agreement). The technical data package contains Controlled Unclassified Information and is export controlled. Inspection and acceptance occur at the contractor's facility by DCMA or authorized government representative. Packaging must comply with ASTM D3951-18 and MIL-STD-129R; prohibited materials include asbestos, excelsior, and untreated wood. Deliveries must occur Monday through Thursday.
Award will be made to the lowest price technically acceptable offeror. All CLINs must be priced and included in the evaluated total. Offerors must be registered in SAM, hold acceptable or neutral past performance in SPRS, demonstrate a 120-day delivery commitment, and provide exact part numbers and quantities.
