About this opportunity
DLA Aviation Philadelphia is seeking eligible contractors to manufacture and furnish F/A-18 Expo components under the Boeing Captains of Industry (BCOI) Contract. The Defense Logistics Agency Aviation intends to procure over 3,500 distinct National Stock Numbers (NSNs) encompassing a comprehensive range of F/A-18 aircraft components, including avionics, hydraulic systems, electrical components, structural parts, fasteners, and support equipment. The Government has indicated it does not possess the data necessary to perform the required manufacturing internally, necessitating external contractor support. This procurement will be conducted under FAR 6.302-1 authority, allowing the Government to solicit and negotiate with only one source or a limited number of responsible sources rather than conducting a fully competitive procurement. All interested and responsible sources may submit capability statements in response to this Sources Sought Notice, with responses due within 15 days of the January 22, 2026 publication date (by February 1, 2026). The primary point of contact for inquiries is Magdalini Dimitrakis at (215) 737-4644 or magdalini.dimitrakis@dla.mil.
This procurement includes no set-aside designations and is open to all responsible sources meeting Free Trade Agreements Act and World Trade Organization Government Procurement Agreement requirements. The Government has not disclosed potential incumbents, specific award values, or budget ranges in this Pre-solicitation Notice. Source approval may be required for new vendors, though the Government will not delay contract award pending approval of a new source. The market basket contains over 3,500 distinct line items across multiple aircraft component categories, indicating a substantial scope of required manufacturing and supply capability. The Government reserves sole discretion to determine whether to compete this procurement based on responses received and may proceed with limited-source or single-source awards to approved contractors meeting capability requirements.
