About this opportunity
The United States Air Force Materiel Command Lifecycle Management Center at Tinker Air Force Base is seeking capability statements and responses to this Request for Information (RFI) regarding the procurement of F139-PW4062-100 spare engine cores for the KC-46A aircraft. The Air Force requires contractors to fabricate, procure parts, assemble, test, and deliver spare engines that are zero-time (new) and produced to the same standard as production KC-46A engines, with each engine to be preserved, wrapped, and shipped to Tinker AFB for Engine Build Up to achieve Ready for Installation status. Key contractor qualifications include FAR Part 145 certification or capability to obtain such certification, demonstrated experience in engine manufacture and testing of the F139-PW4062-100 or comparable engines, manufacturing capacity to deliver at least four engines annually, and compliance with all airworthiness requirements and regulatory standards for the KC-46A system. This RFI is market research only and does not constitute a formal solicitation or binding commitment; no payment will be provided for responses, and respondents should direct submissions to Contracting Officer Sacia Fowler at Sacia.fowler@us.af.mil. The deadline for submitting capability statements and responses to the nine specific RFI questions is March 13, 2026, at 12:00 PM Central Standard Time.
This procurement carries no set-aside designation and involves no incumbent contractors mentioned in the documentation. The Air Force intends to procure a base quantity of twelve (12) spare engine cores under a three-year base contract period, with an option to procure an additional seven (7) cores, structured as an Indefinite Delivery Indefinite Quantity (IDIQ) contract with two one-year options available. No specific award value or budget range has been disclosed in this pre-solicitation notice, though the Statement of Work indicates the engines must be supplied with complete build data, documentation packages, and compliance with extensive technical and quality management standards including ISO 9001 certification and FOD prevention programs. The Air Force has indicated availability for an industry day in August 2026 for interested potential contractors to gather additional information and clarification regarding the requirement.
