About this opportunity

The Department of the Navy Naval Air Systems Command intends to award a Basic Ordering Agreement (BOA) on a sole-source basis to RTX Corporation, Pratt & Whitney Military Engines for engineering and logistics studies, modifications, and sustainment support of the F135 Propulsion System used in the F-35 Lightning II aircraft. The procurement encompasses engineering and logistics investigations, development of technical data, integration studies evaluating the practicability and feasibility of potential F135 system modifications, procurement of hardware and engineering services for the F135 Modifications Program, and ongoing sustainment support for the F135 fleet. The Government will consider capability statements, proposals, or quotations from any responsible sources submitted within fifteen days of the December 3, 2025 publication date, with a December 19, 2025 deadline. The Government bases its sole-source justification on the determination that Pratt & Whitney is the only responsible source capable of satisfying agency requirements, given its position as the original designer, developer, and manufacturer of the F135 Propulsion System with unrestricted access to proprietary design and performance data. No evaluation criteria beyond capability assessment is specified in this pre-solicitation notice, and the BOA will authorize the Government to solicit individual orders under FAR 6.302-1 authority for Other than Full and Open Competition procurement.

No set-aside designation applies to this procurement. Pratt & Whitney, located in East Hartford, Connecticut, is identified as the sole-source incumbent and anticipated awardee based on its exclusive technical expertise, experience, and knowledge of the F135 Propulsion System design, fabrication, performance, operation, maintenance, and support characteristics. The pre-solicitation notice does not disclose specific award values or budget ranges for the BOA. No quantity metrics or service timeline details are provided in the synopsis, indicating that individual orders issued under the BOA will establish specific requirements, quantities, and performance schedules on a task-by-task basis. The notice emphasizes that Pratt & Whitney's historical role as the F135 system's originating manufacturer and sole custodian of unrestricted technical data renders it the only source capable of executing the contemplated contract actions and orders.
