The procurement focuses on engineering support for in-service F-35 Lightning II aircraft engines, with primary objectives of maintaining flight safety, correcting service-revealed deficiencies, and improving system operational readiness, reliability, and maintainability. The contracts will be pursued under 10 U.S.C. 3204(a)(1) statutory authority, which allows for sole-source procurement when only one responsible source can satisfy agency requirements. Raytheon is uniquely qualified as the original designer, developer, and manufacturer of the F135 propulsion system. The solicitation notice is neither a request for proposals nor a commitment to award, but interested parties may submit capability statements, proposals, or quotations for consideration.
The contract opportunity has no specific set-aside designation and will support F-35 U.S. Services, Cooperative Program Partners, and Foreign Military Sales customers. The anticipated contract actions will span from the fourth quarter of 2025 through the fourth quarter of 2030, with performance located in Hartford, Connecticut. While specific award values are not disclosed, the procurement falls under the Aircraft Engine and Engine Parts Manufacturing NAICS category (336412) and the Gas Turbines and Jet Engines PSC category (2840). The government reserves the right to process the procurement on a sole-source basis, with Raytheon Technologies Corporation serving as the primary contractor. Notably, the data associated with this opportunity is export-controlled and not available to foreign sources or representatives, underscoring the sensitive nature of the F-35 Joint Program Office's requirements.
