About this opportunity
The US Air Force Life Cycle Management Center (AFLCMC) intends to issue a sole source Indefinite Delivery/Indefinite Quantity contract named SPaRE 3 to Pratt & Whitney for comprehensive F119 engine sustainment services supporting the F-22 Raptor fleet. The procurement encompasses fleet management services, field service representatives, material procurement and management, engine overhaul and maintenance, support equipment parts forecasting, engine program administration support, depot management, supply chain management, technical data management, customer technical services, F119 Combined Test Force operations and support, and sustaining engineering services. The government plans to award this contract under FAR 6.302-1 authority for "Only One Responsible Source," following a Sources Sought Synopsis conducted from June 27 through July 29, 2024, which indicated no other source could perform the work without causing unacceptable delays and substantial cost duplication. A Class Justification and Approval for using other than full and open competition procedures is currently pending approval at SAF/ACQ. All responsible sources may submit capability statements to the Contracting Officer by September 12, 2025, to be considered for this opportunity.
This procurement utilizes no set-aside designation and identifies Pratt & Whitney as the intended sole source contractor, building upon the previous SPaRE 2 contract that ran from 2018 to 2027. The contract structure includes a base ordering period covering calendar years 2028 through 2032, followed by an additional five-year option period spanning calendar years 2033 through 2037. Long lead deliveries and associated labor efforts are anticipated to extend through calendar year 2040, indicating a potential contract performance period of up to twelve years. The opportunity falls under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing and PSC code J028 for Maintenance/Repair/Rebuild of Equipment-Engines, Turbines, and Components. While specific contract values are not disclosed in this pre-solicitation notice, the comprehensive scope of services and extended timeline suggest a substantial multi-billion dollar sustainment program for the F-22 Raptor's critical propulsion systems.
