About this opportunity

The Department of Veterans Affairs Veterans Health Administration is conducting market research through this Sources Sought Notice to identify qualified Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses capable of performing SB989 Testing on 19 Underground Storage Tanks (USTs) at the Long Beach VA Healthcare System in Long Beach, California. The procurement seeks comprehensive testing and certification services on underground storage tank secondary containment systems, including inspections of UST monitoring systems, spill buckets, overfill-prevention equipment, annular spaces, and sump pumps to verify leak-tightness and ensure regulatory compliance. Qualified contractors must be ICC-certified and provide personnel holding current OSHA 10-hour Construction Safety training for tradesmen and 30-hour Construction Safety training for superintendents, with all work requiring appropriate permits from the VHA Safety Office and notification to the City of Long Beach Fire Department. Responses to this Sources Sought Notice are due by April 15, 2026, at 3:00 PM Pacific Time and must include detailed capability statements, company information, DUNS number, CAGE code, tax identification number, small business certification type, and estimated pricing. This is a pre-solicitation notice only and does not obligate the Government to issue a formal solicitation or award a contract, though responses will inform the agency's acquisition strategy and contractor selection process.

This procurement carries an estimated ceiling value of $12.5 million under NAICS code 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) and Product Service Code F109 (Environmental Systems Protection – Leaking Underground Storage Tank Support). The work involves testing eight underground storage tanks located across multiple buildings at the Long Beach VA Healthcare System facility, with the specific scope of work detailed in the SB989 Testing certification requirements. No subcontracting is anticipated for this requirement, meaning contractors must perform all work directly with their own labor, materials, equipment, and supervision. The notice does not identify any incumbent contractors or potential awardees. All interested vendors must be registered in SAM.gov and ORCA prior to submission, and Service-Disabled Veteran Owned or Veteran Owned Businesses must maintain current registration with the Small Business Administration to be considered for evaluation.
