About this opportunity

The Department of Veterans Affairs Network Contracting Office 6 issued a Sole Source Justification Notice for an emergency water service contract with Forever Clean Portable Toilets Inc. in response to a water outage at the Richmond VA Medical Center. The contract, valued at $344,000, requires the vendor to provide four 1500-gallon water trucks and one 2000-gallon water bladder capable of delivering and distributing 25,000 gallons of water daily from January 14-19, 2025. The justification for the sole source award was based on Forever Clean Portable Toilets' proven track record of successfully completing contracts for VISN 6 facilities and being the only firm able to meet the urgent timeline requirements. Extensive market research through multiple databases, including VetCert, SBA DSBS, GSA, and FPDS, did not identify alternative sources that could provide the necessary emergency water services. The contract will ensure the medical center receives both potable water delivery and non-potable water pumping to its Boiler Plant until city water systems are restored.
