DESCRIPTION - STATEMENT OF WORK: SECTION C - DESCRIPTIONS AND SPECIFICATIONS

Scope of Work for NIIP Environmental Compliance

Objectives: The 1999 Biological Assessment (BA) for NIIP requires continued monitoring of irrigation performance and water quality. The following are the conditions and commitments:

1. Improvements of irrigation efficiency to reduce irrigation return flow, improve water quality and reduce impacts to river flow. 2. Quarterly water quality monitoring for dissolved, total and total recoverable selenium for surface water discharge from the project. Monitoring wells (51 at the time of the consultation, but to increase as new wells received water) and drain discharge are to be sampled and analyzed semi-annually for dissolved and total recoverable selenium. 3. San Juan River sampling as described in the San Juan River Basin Recovery Implementation Program (SJRRIP) monitoring program. This requires quarterly sampling at 10 locations in the San Juan River from Archuleta to Mexican Hat. 4. Biological sampling for selenium and other contaminants every 5 years in the River. The commitment is for sediment, periphyton, macro invertebrates, small bodied fish and flannelmouth sucker ovaries or eggs from above Gallegos Canyon to Bluff, Utah in both main channel and low velocity habitats.

NIIP need assistance in the following: - Water Quality Laboratory costs from October 2012 to September 2013 for On-Farm Water Quality and San Juan River Sampling. - Water Quality Data Analysis for 2011 and 2012 data. Provide technical assistance to NIIP staff on NIIP Drainage conditions report. - Laboratory Analysis and biological contaminants database and sampling report for NIIP Irrigation and Drainage Analysis for 2011 and 2012. - Participation in San Juan River Recovery Implementation Program Committees. Provide Technical Assistance to BIA in the Coordination Committee (CC), Biology Committee (BC) and Hydrologic Baseline Workgroup. - Repair NIIP Observation and Monitoring Wells. o Four Observation wells (6-01, 6-02, 6-09, 8-01) have been damaged. These wells and the protecting steel ballads will be repaired so groundwater level and water quality monitoring can be resumed. o Install new observation wells. Blocks 1 through 8 and a portion of Block 9 are currently being irrigated. However, there is currently only one observation well in Block 8. To properly monitor Block 8 groundwater levels, three additional observation wells will be installed in the block. This task includes contractor selection and oversight to ensure well specifications are maintained. Site visits will be conducted to determine the optimal well locations and the New Mexico One Calls will be performed. A technician will stake the selected well locations and accompany the selected well driller in the field. - Section 7 Consultation Support. o Prepare Preliminary Draft Biological Assessment o Coordinate with BIA and USFWS during development of the "Effects Study" design and review any potential request for proposal (RFP) submittal. o Examine alternatives for reducing selenium load to be used as reasonable and prudent measures in the consultation process. o Address additional issues raised by BIA or USFWS.

Period of Performance (POP): Base Year: From date of award through September 30, 2013. Option Year 1: October 1, 2013 through September 30, 2014. Option Year 2: October 1, 2014 through September 30, 2015. Option Year 3: October 1, 2015 through September 30, 2016. Option Year 4: October 1, 2016 through September 30, 2017.
