The notice provides information regarding the agency's intent to award a sixteen month bridge contract to PAE Aviation and Technical Services LLC to continue providing organizational, intermediate, and limited depot level maintenance and logistics services to support the DoN's fleet of F-5 adversary aircraft from February 2023 through May 2024.

The bridge contract is intended to ensure continuity of critical support services maintaining fighter pilot training, combat readiness, and carrier air wing training until a competitive follow-on contract is awarded, planned for the first quarter of fiscal year 2024. Interested parties were instructed to submit capability statements by November 3rd if seeking consideration for the future competitive award. The notice emphasizes that interruptions in adversary aircraft support could significantly degrade operational readiness for deploying DoD assets and impact national security.

Notice text

THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY

The proposed contract action is for services for which the Naval Air Warfare Center Aircraft Division (NAWCAD) intends to solicit and negotiate with only one source under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

This acquisition provides for Organizational, selected Intermediate, and limited Depot level maintenance, and logistics support services for the DoN’s fleet of F-5 Adversary aircraft.  NAWCAD intends to award a Firm Fixed Price (FFP) and Cost-Reimbursable Indefinite Delivery Indefinite Quantity (IDIQ) contract to PAE Aviation and Technical Services LLC (PAE) for an additional sixteen (16) month ordering period from 01 February 2023 to 31 May 2024.

Please be advised that a competitive follow-on contract for this requirement is planned with an expected award in 1st quarter FY24.  The current bridge effort is being set up for a sixteen (16) month ordering period for continued contractual coverage.  Upon award of the competed follow-on requirement this bridge contract shall be terminated.

At this time, PAE is the only source that can provide continued support to maintain critical fighter pilot training, combat mission readiness, and training of Carrier Air Wings and Strike Groups during this ordering period without an unacceptable delay or interruption to the Fleet.  This Organizational, selected Intermediate, and limited Depot level maintenance, and logistics support services is critical in ensuring fleet and adversary aircraft (F-5F/N) are operational and configured with required weapons systems for all training evolutions allowing continuous warfighting effectiveness assessments and identifying and mitigating capability gaps across the Navy’s F-5 Adversary fleet. Interruptions in this support could cause significant degradation of operational readiness levels for DoD assets deploying into global theatre operations directly impacting national security at home and abroad.

A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Although this notice of intent is not a request for competitive proposal or quotes, interested parties may submit capability statements in writing to the Contract Specialist, Ms. Kristin Nelson, Kristin.a.nelson13.civ@us.navy.mil, and Ms. Catrina Vitez, catrina.m.vitez.civ@us.navy.mil, no later than 11:00a EST on November 3, 2022.

This notice is for informational purposes only.  The information provided herein is subject to change and in no way binds the Government.
