About this opportunity
The F-35 Joint Program Office is seeking support for the redesign of the Ordnance Hoist System (OHS) for the F-35 Lightning II aircraft through the Department of the Navy Naval Air Systems Command. This acquisition is being pursued on a sole source basis under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, with the government intending to award the contract to Lockheed Martin Aeronautics Company in Fort Worth, Texas. The justification for sole source procurement is that Lockheed Martin is the sole designer, developer, manufacturer, and integrator of the F-35 aircraft and possesses the exclusive experience, special skills, proprietary technical documentation, software/algorithms, and technical expertise required. While this is not a competitive solicitation, any capability statements, proposals, or quotations from responsible sources will be considered if received within thirty days of publication. The response deadline is July 30, 2025, just fifteen days after the posting date of July 15, 2025.
This procurement does not utilize any set-aside designation and is open to all responsible sources, though Lockheed Martin Aeronautics Company is identified as the intended sole source contractor. The notice does not specify contract values, budget ranges, or specific quantities of goods to be delivered. The work will be performed in Fort Worth, Texas, and involves export-controlled data that is not available to foreign sources or representatives. Subcontracting opportunities may be available through the primary point of contact Emma Stevens at Lockheed Martin. The government emphasizes that this notice does not constitute a commitment to issue a solicitation or make an award, and interested parties participate at their own risk prior to any contract award.
