About this opportunity
The Department of the Navy Naval Air Systems Command is seeking to award a sole source contract for F-35 Lightning II Special Consent Panels (SCP) for Lots 20-21 through the F-35 Lightning II Joint Program Office. The procurement will be executed under statutory authority 10 U.S.C. 3204(a)(1), which allows for a non-competitive procurement when only one responsible source can satisfy agency requirements. Lockheed Martin Corporation Lockheed Martin Aeronautics in Fort Worth, TX is identified as the sole qualified source for this contract. Interested parties may submit a capability statement demonstrating their ability to provide the requested services within fifteen days of the publication date (by May 6, 2025). Questions regarding the notice should be directed to Nicole Lawrence via email, and the anticipated award date is set for the second quarter of calendar year 2026.
The pre-solicitation notice indicates no specific set-aside designation for this contract opportunity. The procurement is classified under NAICS category 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing, with a Product Service Code of 1680 for Miscellaneous Aircraft Accessories and Components. While Lockheed Martin is the expected sole contractor, the government reserves the discretion to make final determination about competition based on received responses. Small businesses interested in subcontracting opportunities can contact Stephen Collins at Lockheed Martin. The contract data is export-controlled and not available to foreign sources or representatives, which further restricts potential bidders. The government emphasizes that this notice does not constitute a commitment to issue a solicitation or make an award, and will not reimburse any parties for information provided during the process.
