About this opportunity
The Department of the Navy Naval Air Systems Command is seeking to procure Pilot Flight Equipment (PFE) for F-35 Lightning II Lots 20-21 through a sole source contract with Lockheed Martin Corporation. The procurement will be conducted under the statutory authority of 10 U.S.C. 3204(a)(1), which allows for a non-competitive contract when only one responsible source can satisfy agency requirements. The government will accept capability statements from interested sources within fifteen days of the notice's publication to demonstrate their ability to provide the requested services. All responses will be considered, though the government retains sole discretion on whether to compete the contract. Questions regarding the notice should be directed to Nicole Lawrence via email, and interested small businesses seeking subcontracting opportunities should contact Stephen Collins.
The pre-solicitation notice indicates no specific set-aside for this contract, and Lockheed Martin Aeronautics is currently the only known qualified source for the F-35 Lightning II Pilot Flight Equipment. The anticipated contract award is scheduled for the second quarter of calendar year 2026, with an export-controlled data restriction preventing foreign sources from participating. While specific contract value details are not provided, the procurement is focused on equipment for Lots 20-21 of the F-35 Lightning II program. The notice emphasizes that submission of capability statements does not guarantee contract competition or award, and the government will not reimburse sources for any information provided. Small businesses are encouraged to explore potential subcontracting opportunities with the primary contractor.
