About this opportunity
The Department of the Navy Naval Air Systems Command intends to issue a sole-source contract to Lockheed Martin Corporation for F-35 Lightning II Drag Chute Systems for Lots 20-21. The procurement is being conducted under 10 U.S.C. 3204(a)(1), which allows for non-competitive procurement when only one responsible source can satisfy agency requirements. Lockheed Martin Aeronautics in Fort Worth, TX is considered the sole qualified source for these specific systems. Interested parties may submit capability statements demonstrating their ability to provide the requested services within fifteen days of the notice's publication on April 22, 2025. Questions regarding the notice should be directed to Nicole Lawrence via email, and the anticipated contract award is scheduled for the second quarter of calendar year 2026.
The pre-solicitation notice indicates no specific set-aside designations for this contract opportunity. The contract is specifically for manufacturing drag chute systems for F-35 Lightning II aircraft, with export-controlled data restricting foreign sources from participation. Small businesses interested in subcontracting opportunities can contact Stephen Collins at Lockheed Martin. While no specific contract value is disclosed, the procurement is part of the F-35 Lightning II Joint Program Office's ongoing aircraft parts acquisition. The contract will cover Lots 20-21 of the F-35 program, with Lockheed Martin Aeronautics being the presumptive sole contractor. The government maintains full discretion to determine whether to compete the proposed contract based on any received responses.
