About this opportunity

Naval Air Systems Command (NAVAIR) is seeking to procure 120 inert Flexible Linear Shape Charges (FLSC) for the F-35 Lightning II Joint Program Office's training program. The procurement is specifically for a silicone-based FLSC tin material that will support enterprise training requirements. Contractors must be capable of manufacturing these 25-foot long inert units with specific marking requirements, including permanent "INERT" labeling and a unique serial number. The submission process requires interested businesses to provide a capability statement package in Microsoft Word format, demonstrating relevant experience in manufacturing, inspection, and testing of FLSCs. Submissions must be electronically emailed to Nicholas North and Jeffery Patrick by 1:00 p.m. Eastern Standard Time on June 4, 2025, with complete company information including business size, CAGE code, and point of contact details.

The contract opportunity is not set aside for any specific business category and falls under NAICS code 325920 for Explosives Manufacturing. The primary work location will be at Eglin Air Force Base in Florida, with an estimated Request for Proposal (RFP) release in June 2025 and anticipated contract award in September 2025. Contractors must ensure the FLSC units are completely inert, with no explosive residue, and marked to prevent potential confusion with actual explosive devices. The units must be delivered to the Eglin AFB F-35 Academic Training Center within six months of contract award. While no specific award value is mentioned, the procurement involves 120 units of specialized training equipment designed for the F-35 program's maintenance training systems.
