About this opportunity

The F-35 Lightning II Joint Program Office, under the Department of the Navy Naval Air Systems Command, is seeking modeled replenishment spares for the APG-85 Radar system for the F-35 Lightning II fighter aircraft. The procurement involves multiple contract actions for Lots 6, 7, and 8 under the existing APG-85 Radar contract, with supplies and services to be provided through calendar year 2028 or 2030, contingent upon Congressional authorization and appropriation. This is a non-competitive procurement under FAR 6.302-1 authority, though the government is inviting interested parties to submit capability statements by February 4, 2026 (fifteen days from the posting date of January 20, 2026) to determine whether a competitive procurement should be initiated instead. The government will evaluate responses based on whether alternative sources demonstrate sufficient capability to warrant competitive consideration. The anticipated award date for the first contract action is in the second quarter of calendar year 2026, and inquiries should be directed to Francis Maniscalco and Rene Thompson at Francis.Maniscalco@jsf.mil and Rene.Thompson@jsf.mil.

This procurement carries no set-aside designation and is anticipated to be awarded to Northrop Grumman Systems Corporation as the incumbent contractor, absent a determination by the government to pursue competition based on capability statements received. The notice does not specify contract award values or budget ranges for the proposed actions. The procurement timeline extends through either 2028 or 2030 depending on congressional appropriations and authorization decisions. The specific quantities of replenishment spares are not stated in the pre-solicitation notice but will be modeled based on operational requirements during the contract performance period.
