About this opportunity

The Department of the Air Force Air Combat Command issued a Limited/Sole Source Justification Notice for F-22 Formal Training Unit (FTU) beddown contracted support services at Joint Base Langley-Eustis (JBLE), with the contract awarded to Cherokee Nation Strategic Programs, LLC (CNSS) on February 27, 2026. The services required include program management support, general engineer services, administrative and personnel specialist services, construction surveillance technician support, cartographer services, contract specialist support, and IT support across 15 contract line items, valued between $750,000 and $15 million. The justification for sole source procurement under FAR 6.302-1(a) is based on CNSS being the incumbent contractor with five and one-half years of embedded experience and unique institutional knowledge of complex F-22 facility coordination, ongoing military construction projects, and installation infrastructure, as well as possession of required security clearances that would be difficult to transition to a new contractor. The bridge contract runs from March 1, 2026 through July 31, 2026, consisting of a three-month base period and two one-month option periods to maintain service continuity while a competitive follow-on solicitation is conducted. The government determined that transitioning to a new contractor would create unacceptable mission risk, startup delays, and additional costs during the critical F-22 FTU beddown expansion period.

Notice text

Joint Base Langley-Eustis (JBLE) is preparing for the beddown of additional F-22 aircraft to support the Formal Training Unit (FTU) mission. This expansion requires sustained installation planning, project development, and coordinated execution across multiple functional areas. The contracted support services covered in this requirement include Program Management Support, General Engineer Services, Administrative Assistant/Personnel Specialist Services, Construction Surveillance Technicians, Project Programming, Contract Specialist Support, Cartographer, and IT Support; these services provide the critical manpower necessary to ensure timely preparation, analysis, and response actions associated with the F-22 FTU beddown. Without these services, the installation would lack sufficient personnel to conduct essential planning, programming, and execution activities, resulting in delays to mission-critical beddown efforts.
