About this opportunity

Air Force Sustainment Center anticipates soliciting F-16 wing skin milling services with a sources-sought response deadline of July 8, 2026. The procurement is unrestricted; no set-aside is anticipated, though the government explicitly invites responses from small businesses, including 8(a) firms, Service-Disabled Veteran Owned businesses, HUBZone businesses, and Women-Owned small business concerns under NAICS 332710 (500-employee size standard).

Work is performed at Hill Air Force Base, with place of performance encompassing both Hill AFB and the contractor's milling facility. Shipping between locations is included in scope.

The contractor shall mill F-16 lower wing skins to uniform thickness by milling the inner mold line to 0.25 inches ±0.12 inches while preserving the outer mold line unmilled. Skins are aluminum alloy 7475-T7351, approximately 140 inches long by 80 inches tall, with thickness tapering from 0.75 inches at the wing root to 0.25 inches at the wing tip. Skins must be held flat during milling using either custom fixturing or Hill AFB-provided fixture plates. The critical hole pattern must maintain minimum 0.5-inch clearance from modifications. Upon notification, the contractor has 14 business days to complete pickup, milling, and return to Hill AFB. First article acceptance demonstration is required within one month of contract award, with confirmation required within seven business days.

Contractor employees require Defense Biometric Identification System credentials and facility access coordination with government Process Engineering. Operations are limited to Monday through Friday, 0600–1500, excluding federal holidays. No minimum or maximum order quantities are specified. The service is commercial in nature; commercial terms and conditions apply with one-year standard warranty. Responses must include company name, CAGE code, contact information, small business status confirmation, and SAM registration status, submitted to Michael Checketts (michael.checketts@us.af.mil) and Merrick Flygare (merrick.flygare@us.af.mil).

Notice text

530 CMMXS Commodities Maintenance Squadron has a new service requirement to acquire F-16 Wing
Skin Milling.
The F-16 Fighting Falcon undergoes a major overhaul process after a specific number of flight hours. As part of
the overhaul process performed at Hill AFB, the wings are removed from the aircraft and sent to the wing
maintenance facility. If a skin warrants replacement, it is removed from the wing box and used as a template to
match drill the existing hole patterns in a new skin.
The scope of this service entails the modification of F-16 lower wing skins by milling the inner surface in order to
create a uniform thickness throughout each skin. The skin is contoured and therefore must be fixed flat during the
milling process. Shipping between Hill AFB and the contracting facility is to be included in the service.
This service is not military specific and is sold in the commercial marketplace.
There are no known long lead schedule items that could impact delivery requirements.
There are no known environmental regulations or product certification requirements that must be obtained
in order to procure, store, or use this requirement.
The services required are commercial.
Commercial terms and conditions will be utilized in this acquisition.
The Government is not the only buyer, nor do they make the majority of the purchases.
Therefore, the Government does not have any leverage in the commercial marketplace.
One year standard warranty shall apply.
