About this opportunity
The Defense Logistics Agency Aviation is seeking sources capable of manufacturing F-16 Wing Assemblies, identified by various NSNs and Part Numbers. This is a combined Request for Information and Synopsis, with the primary purposes being to conduct market research, improve small business access, and enhance competition. Interested parties must demonstrate manufacturing, testing, and inspection capabilities, verify the data package, provide a pre-contract award qualification article, and complete qualification testing at their own expense, which is estimated to take approximately 600 days and cost $55,000. Offerors may be eligible for qualification requirement waivers if they meet certain criteria. The solicitation number is SPRHA4-24-R-0271, and it is not expected to be set aside for small businesses, but all responsible sources may submit capability statements for consideration.
The government is seeking to procure a total of 14 F-16 Wing Assemblies, with an estimated delivery date of August 2028. The contract will be subject to Free Trade Agreements, and the government is not planning to use commercial item acquisition policies. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) are essential, as they retain data rights and technical data that are not economically available to the government.
