About this opportunity

The Defense Logistics Agency Aviation is conducting market research to procure F-16 recorder subassemblies and related components through this combined Request for Information and Synopsis. The primary objective is to identify capable sources, evaluate the availability of commercial or non-developmental items, and enhance competition among potential contractors and subcontractors. Interested parties must meet extensive Manufacturing Qualification Requirements (MQR) including technical data package verification, manufacturing capability demonstration, and submission of a qualification test plan, with an estimated $20,000 cost for government testing and evaluation. The government will evaluate responses based on technical capability to meet form, fit, and function requirements for F-16 compatibility, manufacturing qualification status, and ability to satisfy delivery timelines. Responses to this pre-solicitation notice must be submitted by January 28, 2026, with interested parties able to contact April Blakeley at 385-591-8032 or april.blakeley@us.af.mil for additional information, and those offering commercial items having 15 days from notice posting to demonstrate their capabilities to the contracting officer.

This procurement is not set aside for small businesses, and no incumbent contractors are identified in the notice. The contract encompasses three primary line items: 21 units of a Recorder Subassembly (NSN 6625-01-114-6771WF, P/N 16C0200-809), 7 units of a Circuit Card Assembly (NSN 5998-01-330-4888WF, P/N 16C0202-805), and 7 units of a Recorder Signal Data unit (NSN 6625-01-331-2554WF, P/Ns 16C0200-813 and 16VC040-3), totaling 35 units across all line items. All items are destined for location SW3210 with an estimated delivery schedule of 14 months after receipt of order. While a specific overall contract value is not disclosed in the pre-solicitation notice, the government has budgeted approximately $20,000 for qualification testing alone, and qualification articles must be submitted for evaluation with an estimated 360-day completion timeframe prior to contract award.
