About this opportunity

The Defense Logistics Agency Aviation is conducting a pre-solicitation market research initiative for the F-16 Power Supply (P/N: 16VE173002-7, NSN: 6130-21-914-2914), a critical electrical component used in F-16 aircraft applications. This combined Request for Information and Synopsis is designed to identify capable sources, determine whether commercial or non-developmental items can meet requirements, and enhance competition among potential contractors. Qualified offerors must satisfy ten mandatory Manufacturing Qualification Requirements, including submission of a prequalification notice, certification of manufacturing and testing facilities, possession of complete technical data packages, demonstration of compliance with engineering standards and Unique Identification requirements, preparation and submission of an approved qualification test plan, and provision of a pre-contract award qualification article for form, fit, and function evaluation. The Government is not planning to utilize commercial item acquisition policies under Part 12, though interested parties may identify commercial capabilities within 15 days of this notice. The response deadline for this market research notice is April 10, 2026, with interested parties encouraged to contact Kody Quayle at 385-591-0103 or kody.quayle@us.af.mil for additional information.

This procurement carries no small business set-aside designation, indicating full and open competition is expected. The estimated requirement is for 26 units of the power supply with delivery to location SW3210 on an ARO (As Required Ordering) contract basis. The estimated delivery schedule spans 14 months from contract award, and the Government estimates qualification completion will require approximately 210 days with estimated qualification costs of $3,000 per offeror. No incumbent contractor information or specific award value is disclosed in this pre-solicitation notice. Source Qualification Waiver Criteria are available for sources with prior government or OEM supply certifications, qualified assembly capabilities, or experience with earlier dash numbers of the same component, potentially streamlining the qualification process for certain eligible suppliers.
