About this opportunity

The Defense Logistics Agency Aviation is soliciting proposals for F-16 Heads Up Monitor Display units, specifically the Aft Seat HUD Monitor (ASHM) for F-16 D models with National Stock Number 1270-01-514-2683. This acquisition is restricted to four qualified manufacturers: Industrial Electronic Engineers (CAGE 05464), Elbit America (CAGE 50218), Battelle Memorial (CAGE 79986), and BAE (CAGE 99789), with alternative vendors able to participate only if parts are manufactured by a qualified source. Contractors seeking to become qualified sources must submit a comprehensive qualification package including facility capabilities, data verification, manufacturing process verification, and testing procedures, with an estimated $70,500 cost for testing and evaluation over a 180-day completion timeline. The solicitation includes first article testing requirements with a $5,000 evaluation cost for testing and engineering review, along with mandatory submission of a Counterfeit Prevention Plan within 30 calendar days after contract award. Proposals are due by August 16, 2025, replacing the previous solicitation SPRHA4-25-Q-0769 in its entirety.

This procurement does not utilize any set-aside designations despite being classified under NAICS code 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The government intends to purchase a total of five units with pricing requested for quantity ranges from 1-2, 3-4, 5-10, 11-15, and 16+ units, and the solicitation is part of a Foreign Military Sales (FMS) case. Battelle Memorial Institute appears to be a current contractor based on the Engineering Data List documentation showing their manufacturing of the display system components. The procurement requires contractors to manufacture pilot aft seat heads-up displays with aluminum cases, with performance taking place in the United States. The solicitation includes extensive technical documentation requirements and export control restrictions, with all technical data subject to strict distribution limitations under the Arms Export Control Act.
