About this opportunity
The Defense Logistics Agency (DLA) Aviation is conducting market research for F-16 electrical components, specifically seeking Circuit Card Assemblies, Electrical Chassis units, and Power Supply units. The pre-solicitation notice aims to determine if additional sources can satisfy the agency's requirements and explore potential commercial or nondevelopmental items. The procurement is being handled through a Request for Information and Synopsis, with interested parties invited to submit capability statements or proposals. The contracting office, located at Hill AFB, Utah, will evaluate submissions based on the ability to meet technical specifications for F-16 aircraft electrical systems. Interested parties must contact Michelle Mihu at michelle.mihu@us.af.mil within 15 days of the notice to express interest and demonstrate capability.
The procurement is not set aside for small businesses and is being conducted under a limited source justification, with Raytheon (CAGE 96214) identified as a potential primary contractor. The line items include 37 Electrical Chassis units for delivery by May 2028, 90 Circuit Card Assembly variants to be delivered between March and May 2026, and 23 Power Supply units scheduled for June 2027. The procurement covers both USAF and Foreign Military Sales (FMS) destinations, with the solicitation number SPRHA4-25-R-0144. The requirement is classified under NAICS category 334412 for Bare Printed Circuit Board Manufacturing and PSC category 5998 for Electrical and Electronic Assemblies. The government has determined it is uneconomical to reverse engineer the parts or purchase additional data rights, which further limits potential competition.
