About this opportunity
The Defense Logistics Agency Aviation is conducting market research and soliciting capability statements for the procurement of F-16 Actuator, Electro-ME components (Part Number 2022072-4-1 or 16VM003006-4, NSN 1680-01-168-9396WF). This pre-solicitation notice serves as both a Request for Information and Synopsis, designed to identify capable sources, explore commercial alternatives, and enhance competition among potential contractors and subcontractors. Interested parties must demonstrate manufacturing qualification per the Manufacturing Qualification Requirements (MQR) specification, which mandates completion of nine qualification steps including facility certification, data package verification, qualification testing, and submission of pre-contract award test articles at the offeror's expense. The government will evaluate all responsible sources' capability statements, proposals, and quotations; interested parties may also identify commercial item solutions within 15 days of this notice. The due date for responses is May 6, 2026, with inquiries directed to April Blakeley at april.blakeley@us.af.mil.
This procurement is not set-aside for small businesses, and no incumbent contractor or award value is specified in the available documentation. The government requires an estimated quantity of 13 units with an estimated delivery schedule of April 30, 2028. Potential contractors must budget approximately $36,000 for qualification costs and allow roughly 180 days for the qualification process, which must be completed before contract award. The Manufacturing Qualification Requirements document provides six Source Qualification Waiver Criteria (QWC1-QWC6) that may permit waivers for sources demonstrating prior government supply, qualifications on comparable articles, or previous qualifications transferred through company restructuring, though post-award first article exhibits may still be required. Successful qualification does not guarantee contract award, and the government explicitly states this notice is not a commitment to contract or a guarantee of payment for information provided.
