About this opportunity

The Defense Logistics Agency Aviation (DLA Aviation) is seeking to procure F-16 Actuators (NSN: 1680-01-505-0663) through a pre-solicitation market research process. The primary objectives include determining alternative sources capable of meeting agency requirements and identifying potential commercial or nondevelopmental items. Contractors interested in this opportunity must submit a comprehensive qualification package as outlined in clause 52.209-1 and the attached Manufacturing Qualification Requirements document. Potential suppliers have 15 days from the notice date to demonstrate their capability to satisfy the government's requirements with a commercial item. The qualification process is rigorous, estimated to cost $115,000, and will take approximately 720 days to complete, with suppliers required to provide a pre-contract award qualification article for evaluation.

The procurement is not set aside for small businesses, with an estimated quantity of 84 actuators to be delivered at a rate of 3 per month starting January 20, 2026. Meggitt Safety (CAGE 25693) is suggested as a potential contractor of interest, and the government has invoked authority under 10 U.S.C. 2304(C)(1), indicating the supplies are available from a limited number of responsible sources. The contract opportunity falls under NAICS category 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing, with a Product Service Code of 1680 for Miscellaneous Aircraft Accessories and Components. The solicitation is subject to Free Trade Agreements, and all responsible sources may submit capability statements, proposals, or quotations for consideration. Interested parties should contact Michelle Mihu at michelle.mihu@us.af.mil for further information, with responses due by December 28, 2024.
