About this opportunity

The Defense Logistics Agency Aviation is conducting market research to procure an F-16 Access Cover (Belly) airframe structural component through this combined Request for Information and Synopsis. The primary objectives are to determine if alternative sources capable of meeting the agency's requirements exist and to identify whether commercial or non-developmental items are available. This procurement requires potential sources to meet stringent manufacturing qualification requirements, including facility verification, testing capability demonstration, process verification, and submission of a pre-contract award qualification article. The evaluation will assess sources' ability to comply with Lockheed Martin Master Tooling Agreement standards, Unique Identification requirements, and Critical Safety Item management protocols. Interested parties must respond by January 15, 2026, and may contact the contracting officer, Travis Bodily, at 385-591-0001 or travis.bodily@us.af.mil to express interest or identify capability to satisfy requirements with commercial items.

This procurement is not set-aside for small businesses, and all responsible sources are eligible to submit capability statements or quotations. The government estimates the requirement at 4 units with a delivery schedule of July 15, 2027, and no current incumbent or contractor is identified in this notice. The qualification process carries an estimated cost of $10,000 with a 365-day completion timeline, though this estimate reflects the qualification process only and does not represent the final contract award value. Potential sources may apply for qualification waivers if they have previous government supply certification, qualification for similar assemblies, or prior qualification for related part numbers. The notice explicitly states this is not a commitment to contract and no payment will be provided for information solicited, as the government continues its market research phase prior to formal solicitation.
