About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center Wright Patterson Air Force Base intends to procure F-15 Infrared Search and Track (IRST) Sustainment services, specifically for repairing F-15 IRST Pods and Line Replaceable Units (LRUs). The government plans to sole source this requirement to Lockheed Martin Corporation (CAGE: 64059) under FAR 6.302-1, as they are the original equipment manufacturer of the F-15 IRST Pods. The contract will utilize a mixed contract type structure including Fixed-Price Incentive Fee (FPIF), Cost-Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), Time and Materials (T&M), and Cost Reimbursement (CR) contract line items. Performance will occur primarily at the contractor's facility and secondarily at various USAF installations, with repairs covering components such as the Infrared Receiver, Inertial Measurement Unit, Processor, Pod Structure, Pylon Adapter, and V3 Processor. The anticipated solicitation date is April 30, 2025, with a response deadline of July 30, 2025, though all responsible sources may submit capability statements, proposals, or quotations for consideration.
This procurement does not utilize any set-aside designations and is classified under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance. Lockheed Martin Corporation is identified as both the intended sole source awardee and the original equipment manufacturer, positioning them as the likely incumbent for this sustainment contract. The contemplated performance period spans four years, from April 14, 2026, through April 13, 2030, structured as a base year with four one-year options. The contract establishes specific delivery schedules requiring a maximum of 120 days for repairs in the base year and 90 days in subsequent option years. While specific budget ranges are not disclosed in this pre-solicitation notice, the multi-year timeline and comprehensive scope of IRST pod repairs indicate a substantial sustainment investment. The contract structure as a multiple award type with various pricing mechanisms suggests flexibility to accommodate different types of repair and maintenance requirements over the extended performance period.
