About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN), on behalf of the Naval Criminal Investigative Services (NCIS), is issuing a Request for Information (RFI) to identify authorized providers capable of supplying E-Z Pass transponders and related services through the Virginia Department of Transportation (VDOT) E-Z Pass Program. The primary objective is to determine whether multiple qualified businesses can provide these services, with NCIS requiring six E-Z Pass transponders for procurement. Interested firms must submit company information including name, address, point of contact details, DUNS number, CAGE Code, business classification, and industry-standard specifications related to removal and installation performance standards. The government will review all submissions to inform the development of a future Request for Quotes (RFQ), though formal responses will not be provided to submitters and this RFI does not constitute a binding solicitation. The response deadline is December 9, 2025, with no facsimile submissions accepted and no government reimbursement available for proposal preparation costs.
This opportunity carries no small business set-aside designation and does not identify any incumbent contractors or specific award values. The RFI is classified under NAICS Code 488490 (Other Support Activities for Road Transportation) and PSC Code V229 (Transport/Travel/Relocation). The specific requirement is limited to six E-Z Pass transponders, with no extended service timeline indicated in the notice. Potential contractors should note that submission of this RFI does not restrict the government's acquisition approach or guarantee that any formal solicitation will follow, as the primary purpose is information gathering to assess market capability and provider diversity for the E-Z Pass Program support services.
