About this opportunity

The Department of the Interior Office of Collaborative Action and Dispute Resolution seeks to contract for mediation, facilitation, and related conflict management services to support public participation and collaborative problem solving efforts. Services will be required throughout the United States, Puerto Rico, Virgin Islands and other territories. The recompete solicitation is anticipated to be issued in the second quarter of fiscal year 2023 as a single award IDIQ with a ceiling of $75 million and a five year period of performance including a potential six month extension. The current incumbent contract held by Kearns & West is valued at $75 million over five years. No set-aside designation will be used. Interested parties are asked to respond by the October 25th deadline to indicate their interest, qualifications, and percentage of work as prime versus subcontractor for consideration in the forthcoming solicitation.

The U.S. Department of the Interior (DOI) Office of Collaborative Action and Dispute Resolution (CADR), established in October 2001, is located within the Office of the Secretary under the Assistant Secretary for Policy, Management and Budget (PMB) of DOI. The CADR office is seeking to contract for services that would allow DOI to better utilize public participation, collaborative problem-solving and alternative dispute resolution processes to prevent, manage, and resolve external conflicts. The place of performance may be at any one of the 1,900 U.S. DOI locations across the United States, Puerto Rico, Virgin Islands, U.S. Territories, and Freely Associated States. See the attached draft Performance Work Statement (PWS) for details.

This is a recompete of the current five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract 140D0418D0007 that was awarded to Kearns & West, 233 Sansome St., Suite 400, San Francisco, CA 94104-2305.

It is anticipated that the Request for Proposal (RFP) will be posted during the second quarter of Fiscal Year 2023 (FY23); and the award will be issued by July 2023. It is anticipated that the new award will be issued as a single award IDIQ with a five-year period of performance and include a possible six-month option, and a $75 million total maximum ordering threshold. The planned NAICS code is 541990 ¿ All Other Professional, Scientific, and Technical Services. The planned PSC code is R499 ¿ Support Professional ¿ Other.
