About this opportunity
The United States Embassy in Bahrain is seeking an independent external audit firm to conduct a comprehensive review of the health insurance policy for locally employed staff and their dependents. The Department of State is procuring this service to perform an audit and assurance assessment of health insurance claims and earned premiums for the period from May 1, 2023, to April 30, 2024. The primary objectives include assessing the accuracy, completeness, and validity of insurance claims, ensuring compliance with internal policies and regulatory requirements. Offerors must be registered in SAM.gov and submit a completed SF-1449, pricing documentation, representations/certifications, and IRS Form W-14. The government intends to award the contract to the lowest-priced, technically acceptable offer without discussions, with a proposal submission deadline of December 9, 2024, at 4:00 pm local time.
The solicitation is not set aside for any specific group and will be open to qualified audit firms with professional actuarial expertise. The place of performance will be in Bahrain, specifically at the U.S. Embassy in Manama. The current health insurance policy covers 107 employees and 236 dependents, with 14,190 total claims processed totaling BHD 205,017 during the audit period. Key deliverables include a draft report within 15 days of award and a final report within 10 days of draft approval. The claims breakdown includes 53% outpatient, 16% inpatient, 18% dental, 9% maternity, and 4% optical services. The contract will be awarded through the Department of State via the U.S. Embassy Bahrain, with the primary goal of verifying claims accuracy and premium payments for potential economic price adjustments.
