About this opportunity

The Department of Homeland Security Office of Procurement Operations has issued a Special Notice regarding a sole source extension of protective security officer (PSO) services in Virginia. The Federal Protective Service Acquisitions Division (FPSAD) intends to extend the current contract 70RFP319DE3000002 with Paragon Systems, Inc. for an additional three-month period. This extension, which will span from May 1, 2026, through July 31, 2026, is intended to maintain continuous protective security services throughout the State of Virginia. The contracting officer has determined that only Paragon Systems, Inc. is capable of satisfying the government's requirements under the sole source authority of 41 U.S.C. 3304(a)(1) and FAR 6.302-1. This Special Notice was posted on March 24, 2026, and represents the government's intent to proceed with this extension rather than a competitive procurement.

The primary objective of this extension is to provide a transition period while the government completes the award and implementation of a follow-on contract for PSO services. This is a non-competitive procurement, and no Request for Proposal will be issued to other potential contractors. The applicable NAICS code is 561612 (Security Guards and Patrol Services) with a small business size standard of $29 million. There are no stated eligibility criteria for contractor participation since this is a sole source award with a designated incumbent contractor. Following the award of this extension, the government will post a Justification for Other Than Full and Open Competition on sam.gov as required by federal acquisition regulations.
