About this opportunity
This Special Notice from the National Aeronautics and Space Administration Johnson Space Center concerns the extension of contract NNJ06GA16C to provide critical hardware and technical services for the maintenance of the Russian-designed waste and hygiene compartment on the International Space Station.
The Special Notice seeks to extend the contract from December 31, 2024 to December 31, 2025, with potential extensions through 2028 or 2030 depending on Congressional approval and continued Russian commitment to ISS operations. It requires hardware such as filters, urine valve blocks, pre-treat tanks, and solid waste containers as well as integration, launch processing, and operations support services. Interested contractors should submit capabilities and qualifications by December 22, 2023 to be considered for a potential sole source award, as the Russian Energia corporation is currently considered uniquely qualified due to proprietary design information. The Special Notice also references exemptions and policies under the Iran-North Korea-Syria Nonproliferation Act and the Creating Helpful Incentives to Produce Semiconductors Act relating to the periods of performance.
Notice text
NASA/JSC has a requirement for critical hardware to maintain the Russian-designed waste and hygiene compartment (ACY) located onboard the US segment of the Interational Space Station (ISS). Hardware will include items such as filters, urine valve blocks, pre-treat tanks, and solid waste containers. Additionally, NASA/JSC requires the technical and design services necessary to integrate said hardware into the existing ACY system.
The ACY was designed and manufactured by RSC-Energia. As such, RSC-Energia is the only entity that has access to the proprietary drawings and special tooling required to manufacture the critical hardware required to maintain ACY. Therefore, RSC-Energia is considered uniquely qualified to provide the aforementioned hardware, consumables, and services necessary to support integration, launch site processing, and operations onboard the ISS.
NASA/JSC intends to extend contract number NNJ06GA16C from December 31, 2024 to December 31, 2025 to acquire these services from S.P. Korolev Rocket and Space Corporation Energia (RSC-Energia). NASA’s exemption to the Iran-North Korea-Syria Nonproliferation Act (INKSNA) ends on December 31, 2025. However, if Congress approves an extension to NASA’s INKSNA exemption through at least 2028, the period of performance for contract NAS15-10110 can be extended through 2028 to align with Russia’s commitment to support continued ISS operations through 2028. If Congress approves an extension to NASA’s INKSNA exemption through at least 2030 and Russia extends its commitment to support continued ISS operations through 2030, the period of performance for contract NNJ06GA16C can be extended through 2030 to align with section 10815 of the “Creating Helpful Incentives to Produce Semiconductors Act of 2002” which states that it shall be U.S. policy to continue full operations of the ISS through at least fiscal year 2030.
The Government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Kelsey.j.klinger@nasa.gov not later than 4:30 PM Central Time on December 22, 2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at : https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
